Few have ever met him and those who have have no memory of how he acted. He is very polite however, always calm and level to those he encounters in his travels. Even if his targets are less than ideal, he does not raise his voice, he just makes their lives miserable.
Back Story:
A monk named Yuratta was once a part of the Shambali order. However, shortly before Mondatta was assassinated, he disappeared. Not long after Mondatta's, reports of a mysterious hooded figured bearing some resemblence to the missing monk began to surface. No one has ever gotten a good look at him and those that did never have any memory of the encounter, all they remember is the figure and a glowing red eye.

Memory Alteration-Whether this is an advanced connection to The Iris or some outside power, Yuratta is capable of altering the memories of others through physical contact, he can erase, altar, and plant memories, and in extreme cases has even shut off every part of a victim's brain except for specific commands he plants.
Weapon(s):
His only weapon is a set of 4 rings that he can control telepathically(similar to Zenyatta's orbs) that can split, reconnect, and tighten, serving as restraints. An electrical pulse can also be sent through them, shocking whoever is being held by them.
