Mercy is a woman who very much lives up to her moniker. A woman dedicated to her role, Mercy hopes and works tirelessly to help those in need. Her ultimate goals and aims are idealistic in nature-- who doesn't want a peaceful world free from suffering? She is a staunch advocate and champion of peace, but while her goals and aspirations can be called naive by the most bitter of detractors, that does not mean that she is naive or sheltered. Mercy has spent far too much time on the front lines for that. She has seen horrors and suffering aplenty.
That has only hardened her resolve.
Mercy is a capable, pragmatic woman: cool under pressure and possessing a resolve stronger than steel. She's never afraid to speak her mind, as made proof by her being one of the loudest and most vocal opponents to the original Overwatch's militaristic approach. Does that habit tend to make her unpopular? Yes, but she does not mind. Someone needs to speak up for what is right. If she doesn't, who will?
Back Story:
War is a terrible thing.
Angela knows. Too many years of her life have been skewed and tainted by war and conflict. It was war that took her parents from her as a child. It did not leave her with much of a childhood, and yet it also set the young girl on a path from which she has never once wavered from. Yes, she learned early on, there was great suffering in the world, but those who stood against it. Those who helped. She saw the medics, the doctors, the advocates for peace, and she was in awe.
It was only natural that young Angela relentlessly pursued medicine, throwing herself at it with a pure single-minded dedication. She was a brilliant young woman, and to earn the honor of becoming a doctor was no difficult task. Angela became Dr. Ziegler, and Dr. Ziegler quickly came to be a prominent surgeon and a pioneer in nanobiology. It was her research and numerous breakthroughs in the field that caught the eye of Overwatch, and when they sent out an invite, the young woman eagerly accepted. After all, so much of the world looked up to Overwatch. How could she say no to such an organization?
Yet it was not as wonderful a thing as she expected. Yes, Overwatch was a peacekeeping force, but Dr. Ziegler (codename Mercy) found their overreaching aims and approaches far too militaristic. To bear arms and fight in times of crisis was one thing. Yet what of when there was peace? What good would their guns be then? What would keep them in line?

Mercy could have kept her head down and quietly continued her work as Overwatch's head of medical research. But the right thing is not always the easy thing... and Mercy always sought to do the right thing. Though loyal to the organization, Mercy was never afraid to call it out or challenge their viewpoints and aims, which often left her at odds with her superiors (and more than a few peers). It was not out of malice or anger, though. It was concern and a look at what she saw as the 'big picture,' as it were.
The tale of Overwatch's fall is a well-known one, and Mercy would have been lying if she were to say it was unexpected. The signs were there, and had been for years. It was all inevitable really. True, she had not expected Overwatch to collapse in such a violent fashion, but what was done was done. Overwatch was gone.
Her path of choice was not a difficult one to figure out. Living up to her old callsign, Mercy instantly went to the broken and dispossessed, helping the poor, sick, and victims of war and conflict to the best of her abilities. One woman can only do so much, but Mercy never hesitated or second-guessed herself for an instant.
There was a brief hesitation when the Overwatch recall was initiated, but in the end Mercy chose to go. Perhaps this new Overwatch could be capable of a true better future... And it would need someone to keep them honest...
